City Council Regular Meeting Minutes
Monday, December 20, 2021
The Auburn City Council met in regular session at 7:00 pm on Monday, December 20, 2021, in the
council chambers of Auburn City Hall.
Meeting was called to order at 7:00 pm
Presiding: Mayor Brown
Present: Council Members Bryan, Potter, Stewart, Davis
City Attorney Luckman, Superintendent Clinkenbeard, City Clerk Temple
Absent: Council Member Arpin
Pledge of Allegiance recited.
Previous Meeting Minutes
Approval of December 6, 2021, meeting minutes reviewed. Council Member Potter motioned to
approve meeting minutes. Council Member Stewart seconded the motion. Motion approved
Unanimous.
Question of Bills
Detailed report of payment of invoices and checks included in meeting packet for all to review. Council
Member Potter motioned to approve accounts payable ledger of $300,069.84 including Payroll. Council
Member Bryan seconded the motion. Motion approved Unanimous.
Citizens Forum
Sunflower Stride rs representative presented the notice of the 40th Annual half marathon scheduled for
Saturday, January 15, 2021. Marathon will begin at Indian Hills Elementary School at 10am and end at
the Auburn Fire Department. Most traffic concerning street is 85th Street. Marathon should be
completed by 2pm. Would like to use Civic Center parking lot if not rented at that time. If there is need
to postpone, the alternative date is Labor Day.
Occupation Tax
Question of reasoning and history behind this tax. Todd to research.
CMB License Renewal
CMB license renewal application for the Auburn BP presented. Council Member Davis moved to approve
CMB renewal for Auburn BP. Council Member Potter seconded the motion. Motion approved
Unanimous.
Park Update
None.
Chief Keys
Presented information on potential candidate interested in working part-time for the Auburn Police
department. Candidate's availability includes weekday and weekend hours. Chief Keys to set up meeting
with candidate and the mayor.
Council Member Davis mentioned the need for speed limit signs to be posted on 14th Street.
Attorney Luckman
Datamatic attorney contacted Luckman for offer to settle the annual amount due of $6,377.18. Mayor
and City Council agreed to an offer to pay $2,000. City Attorney Luckman to propose to Datamatic
attorney.
Superintendent Clinkenbeard
Presented quote from Shelley Electric for generator replacement service. Price on quote will go up in
January if not ordered prior to. Payment not due until completed installation. Council Member Potter
motioned to approve $28,500 for generator replacement. Council Member Davis seconded the motion.
Motion approved Unanimous.
93'' Street transducer went out over the weekend. Cost of repair is $650 and $100 for expedited
shipping for delivery on Wednesday, December 22, 2021. Council Member Potter motioned approval to
pay $650 for the needed for the repair and $100 for expedited shipping. Council Member Stewart
seconded the motion. Motion approved Unanimous.
Council Member Potter motioned to approve an increase to Superintendent Clinkenbeard's monthly
allotment to $1,000 without city council approval. Motion seconded by Council Member Bryan. Motion
approved Unanimous.
City Clerk Temple
Proposed to pay invoices by ACH after city council approval of invoices to pay due to length of delivery
from post office and loss of checks and late fees added to vendor invoices. City Council President, Mayor
or Treasurer, and City Clerk signature still required on paperwork to record approval. Council Member
Potter motioned to change invoice payment methods to electronic with appropriate approval methods
as required. Council Member Davis seconded the motion. Motion approved Unanimous.
New Business
Christmas lunch for city employees to be held on Thursday, December 13, 2021, at 12pm at El Ranchitos.
City will close for the holiday at 12pm on that date.

approved Unanimous.
