City Council Regular Meeting Minutes
Tuesday, September 7, 2021
The Auburn City Council met in regular session at 7:00 pm on Tuesday, September 7, 2021, in the council chambers of Auburn City Hall.
Meeting was called to order at 7:00 pm
Presiding: Mayor Brown
Present: Council Members Bryan, Potter, Arpin Superintendent Clinkenbeard, City Clerk Temple
Absent: Council Members Davis and Stewart Pledge of Allegiance recited.
Previous Meeting Minutes
Approval of August 16, 2021, meeting minutes reviewed. Council Member Potter motioned to approve meeting minutes. Council Member Arpin seconded the motion. Motion approved Unanimous.
Question of Bills
Detailed report of payment of invoices and checks included in meeting packet for all to review. Council Member Bryan motioned to approve accounts payable ledger of $74,025.56 including Payroll. Council Member Potter seconded the motion. Motion approved Unanimous.
Brett Waggoner- Western Consultants (G.A.S.)
Brett Waggoner presented proposed contract CDBG grant writing services for the CDBG grant funding the Central City Basin Stormwater improvements for the charge of $8,950.00. Council Member Potter motioned to approve the proposed contract and charge of $8,950.00. Council Member Bryan seconded the motion. Motion approved Unanimous.
USDA Graduation Certificate
USDA Graduation Certificate required to be signed per the requirements of the City’s agreement with the Federal Government related to the wastewater project. Council Member Potter motioned for Mayor to sign Graduation Certificate. Council Member Arpin seconded the motion. Motion approved Unanimous.
Open Records
Council Member Arpin motioned to table request until September 20, 2021, Council Meeting. Council Member Bryan seconded the motion. Motion approved Unanimous.
Home Rule Ordinance 348
Home Rule Ordinance No. 348 authorizing the City of Auburn to issue and sell General Obligation Bonds of the City for the purpose of providing funds to refinance and prepay certain loans, leases, etc. Council Member Potter motioned for the mayor to sign Home Rule Ordinance No. 348. Council Member Bryan seconded the motion.
Motion approved Unanimous.
Citizens Forum
None
Parks Update
Council Member Bryan requested approval to purchase a Forbes Field quality flagpole for $500.
Council Member Bryan requested approval to purchase refreshments for the volunteers who are assisting with the spreading of mulch at the park.
Council Member Potter motioned to approve up to $500 to purchase flagpole and $50 to purchase treats for volunteers. Council Member Arp seconded the motion. Motion approved unanimously.
Mayor Brown requested approval to purchase a 5-to-6-foot Blue Spruce tree for $200 for Heritage Park. The tree will be paid for through the park fund.
Superintendent Clinkenbeard
$1400 per week rental of vac trailer equipment from United Rental needed to work on the underground valves. Council Member Bryan motioned to approve $2800 for a two-week rental paid from the gas fund. Council Member Potter seconded the motion. Motion approved unanimously.
$5500 needed for piping and bands, $1500 concrete box, and $5,000 for Tanner Moore services for assistance in hauling rock, dirt, and overseeing storm drainage improvements. Council Member Potter motioned to approve expenses not to exceed $12,000. Council Member Arpin seconded the motion. Motion approved unanimously.
2022 Budget
Council Member Bryan motioned to approve the 2022 Budget. Council Member Potter seconded the motion. Motion approved unanimously.
City Clerk Temple
Letter of confirmation from Auditor Russell Shipley for 2021 audit services presented for approval. Council Member Arpin motioned to approve signing the letter to assign Russell Shipley, CPA as auditor. Council Member Potter seconded the motion. Motion approved unanimously.
Landmark CD due to mature. Comparative rates between different banks were discussed. Council Member Arpin motioned to approve renewing CD with Landmark. Council Member Bryan seconded the motion. Motion approved unanimously.
