City Council Regular Meeting Minutes
Monday, November 15, 2021


The Auburn City Council met in regular session at 7:00 pm on Monday, November 15, 2021, in the council
chambers of Auburn City Hall.
Meeting was called to order at 7:00 pm
Presiding: Mayor Brown
Present: Council Members Bryan, Potter, Arpin, Stewart
City Attorney Luckman, Superintendent Clinkenbeard, City Clerk Temple
Absent: Council Member Davis
Pledge of Allegiance recited.


Previous Meeting Minutes
Approval of November 1, 2021, meeting minutes reviewed. Council Member Potter motioned to approve
meeting minutes. Council Member Stewart seconded the motion. Motion approved Unanimous.


Question of Bills
Detailed report of payment of invoices and checks included in meeting packet for all to review. Council
Member Bryan motioned to approve accounts payable ledger of $66,959.30 including Payroll. Council
Member Arpin seconded the motion. Motion approved Unanimous.


Citizens Forum
Citizen Yolanda Rea questioned taxes for subdivision. Informed from Mayor and City Attorney Luckman
these are special assessment taxes that are used to construct and maintain the district.


Citizen Yolanda Reo also questioned the reporting of loose dogs and how this issue is enforced. Dog
complaints should be reported to Auburn Police Department, Animal Control, or Shawnee County Sheriff
Office. Non-emergency reports can be filed for follow-up by Auburn Police Department.


Sewer Rate Ordinance
Verbiage of Section 15-413. Classes of Users. (a) to be updated for clarification of monthly responsibility of
sewer bill in the event of vacant residential property.
CMB License Application
Clinks Enterprise Cereal Malt Beverage Application presented. Council Member Bryan motioned to approve
CMB license application for Clinks Enterprise. Council Member Potter seconded the motion. Motion
approved Unanimous.
UTV Ordinance
Council Member Potter motioned to hold special meeting to discuss UTV ordinance. Council Member
Stewart seconded the motion. Council Member Arpin and Bryan Nay. Mayor vote to break the tie. Mayor
voted to discuss UTV ordinance at the present meeting. Motion to table until special meeting failed.
Council Member Arpin motions to get rid of maximum weight and size limit requirements to move forward
with update of ordinance. In addition, the permit sticker to be placed in visual place by Police Department
to be easily seen. Council Member Bryan seconded the motion. Amendment to require illuminated turn
signals from sunset to sunrise. Council Member Bryan seconded the amendment. Motion approved by
quorum. Council Member Stewart abstained.
Council Member Bryan motioned to waive UlV permit fee and issue 2021 permit only for the month of
December 2021 if 2022 permit is purchased at that time. Applies only to citizens who currently do not have
a 2021 permit. Council Member Arpin seconded. Motioned approved Unanimous.


Parks Update
None.


Chief Keys
Equipment updates needed for lasers for the cost of approximately $350. Council Member Arpin motioned
to approve the purchase of updates for $350. Council Member Potter seconded the motion. Motion
approved Unanimous.


City Attorney Luckman
None.
Superintendent Clinkenbeard
City Maintenance update report:
1. Porter Street city light update.
2. Bettis to continue construction street repairs.


City Clerk Temple
Datamatic contract (gas meter readers) discussed. Equipment being phased out. City Attorney Luckman to
contact Datamatic regarding non-renewal terms.
New Business
None.
Adjourn
City Council Member Potter motioned to adjourn. City Council Member Stewart seconded the motion.
Motion approved Unanimous. Meeting adjourned.
